Ontario & Toronto pool fence by-law requirements
Installing a swimming pool is an exciting home upgrade, but in Ontario, it comes with strict legal responsibilities. Every municipality in the Greater Toronto Area enforces a dedicated swimming pool enclosure by-law that requires a secure, continuous barrier surrounding the pool before it can legally be filled with water. Failing to comply can result in delayed inspections, heavy municipal fines, and severe safety hazards.
At Aluminum Solutions, we specialize in permit-ready, fully compliant enclosures. Here are the core building standards mandated by the Toronto Municipal Code (Chapter 447, Fences) and standard Ontario bylaws:
Height & Grade Regulations
- 48" (1.2m) Minimum Height: The fence must stand at least 1.2 meters high, measured from grade on the outside of the enclosure.
- Minimal Ground Gap: The clearance between the bottom of the fence and the ground (soil, grass, or stone) must not exceed 100mm (4 inches).
Climb-Resistant Boundaries
- Non-Climbable Zone: Fences must have zero horizontal rails, footholds, or diagnostic spacing that would make it climbable.
- Picket Spacing: Vertical pickets must be spaced no more than 100mm (4 inches) apart to prevent children or pets from squeezing through.
Glass vs aluminum pool fencing
Both glass and aluminum are outstanding options that meet all municipal safety codes. The best option depends on your design aesthetic and budget priorities:
Premium Glass Pool Fences
Glass enclosures utilize heavy 12mm tempered safety glass panels anchored by low-profile stainless steel spigots or a continuous base shoe track. This creates a fully transparent, climb-resistant wall of safety that preserves backyard sightlines.
- ✓ Visual Security: Monitor swimming activity and children from anywhere in your garden.
- ✓ Aesthetic Luxury: Blends seamlessly into modern landscapes and high-end pool designs.
Durable Aluminum Pool Fences
Aluminum fencing uses vertical pickets with durable, scratch-resistant powder coatings in black, white, or commercial brown. It represents a highly cost-effective, extremely durable, and virtually maintenance-free boundary.
- ✓ Unmatched Value: Provides full safety and code compliance at a fraction of the cost.
- ✓ Quick Assembly: Modular picket sections compile quickly on stone, grass, or concrete.

Self-closing & self-latching gate requirements
The gate is the single most important component of any pool safety enclosure. Bylaw inspectors inspect gate performance with extreme scrutiny. Under Ontario pool codes, every entryway gate must satisfy these hardware parameters:

Pool Fence FAQs
Answers to your questions about bylaws, permits, and safety standards.
How tall does a pool fence need to be in Toronto?
In Toronto and across most municipalities in Ontario, a swimming pool fence must stand at least 1.2 meters (48 inches) high, measured from the ground level outside of the pool enclosure. Some GTA municipalities may have even stricter requirements for certain residential property types (such as a 1.5-meter minimum). The fence must also form a completely continuous boundary with zero climbable rails or footholds, preventing young children from climbing over the enclosure.
What's the minimum gap between pickets for a pool fence?
To comply with Ontario Building Code and Toronto municipal pool fence bylaws, the maximum spacing between vertical pickets (or any vertical members) must not exceed 100mm (4 inches). This prevents a young child from squeezing through the barrier. Additionally, the vertical pickets must be designed so that there are no horizontal structural elements placed between the bottom and top rails that could act as footholds for climbing (non-climbable zone). For glass enclosures, the glass panels are solid, completely eliminating picket gap concerns.
Do I need a self-closing gate?
Yes, absolutely. Under all GTA municipal bylaws (including Toronto, Vaughan, Mississauga, and Oakville), every single gate that provides entry to a swimming pool area must be equipped with self-closing and self-latching hardware. The gate must open outwards (away from the pool area) and latch securely from any open position, including just a few inches ajar. The safety latch (such as a magnetic MagnaLatch) must be installed on the inside of the gate, positioned high enough (usually at least 1.35 meters from grade) so that it remains completely out of reach of young children.
Glass vs aluminum for pool fencing — which is better?
The best choice depends on your priorities, budget, and aesthetic preferences. Aluminum pool fences are highly durable, practically maintenance-free, and represent the most cost-effective solution ($75 to $160 per linear foot installed). Glass pool fences utilize premium 12mm tempered safety glass panels that offer completely unobstructed, crystal-clear views of your swimming area. This modern frameless aesthetic is highly prized for luxury backyards and serves as a major safety advantage because it allows you to monitor swimmers and children around the pool from anywhere in your yard.
How much does a glass pool fence cost?
Frameless glass pool fencing in Toronto and the GTA typically ranges from $195 to $275+ per linear foot, fully installed. The final price varies based on the mounting style (such as marine-grade stainless steel spigots/mini-posts or continuous aluminum base shoes), the number of self-closing and self-latching glass gates required, concrete core-drilling needs, and the layout's complexity. While the upfront cost is higher than traditional aluminum fences, glass pool barriers add substantial aesthetic value and curb appeal to your property with zero ongoing maintenance.
